Mario isn't blended in, it doesn't really fit with the background, the test reflection is very rough and it's not blended either...
Sorry, I don't want to sound like a prick or anything, but it's just... a bunch of loose components scattered in a canvas to me.
Don't worry though, I started out like that aswell.
That was me approximately one and a half years ago, used some basic filters, feathered masks, tried blending stuff in.
Then I learned to Colorize.
Basicly, you ctrl+shift+u to make your layer black and white, then either ctrl+b or go to the a tad more advanced color thingy and you select colors matching your background, select the area around your focal point [most likely your signature] with a feather of approximately 10 to 15pixels, then apply a mask to blend in the edges.
You can also ofcourse splatter smudge the edges a bit which helps it blend in nicely, and also, remember to use approximately the same colors so everything fits.
After a while of keeping the style in the Rai signature, I followed another tutorial and I learned to do this.
It focuses on the middle most of the time, you add approximately 30 layers in the process, but the result is nice.
In my opinion it works best on people, haven't tried it with animé yet.
Then, once I got the tricks under my sleeve, I experimented that style with dark grunge/abstract backgrounds, resulting in :
